蘇惠德為一名香港親中派人士，目前（2020年10月）為香港裁判法院總裁判官。
他在2020年7月「港區國安法」生效後，在中國共產黨授意下，獲中屬香港政府指定為國安法裁判指定法官，有權處理涉及港區國安法案件，協助中國政府剝奪香港人之人權及自由。
蘇惠德於審判涉及2019年起之示威案件及其他司法程序中，展現出明顯的親中、仇視示威者立場，與一般處理案件之原則相違背。例如他曾主動將攜帶激光筆之被告罪名加重（詳見香港01報道），又以「港區國安法」名義向香港警察批出搜查令，進入傳媒機構搜查（詳見立場新聞）。
The Hong Kong government has assigned him as one of the designated judges, for handling cases related to the recently imposed national security law by the Chinese government (“總裁判官蘇惠德任指定法官處理首案”, 2020).
