自2021年1月6日晚上起,本站總編輯陳妍茵接連收到身處香港之使用者報告。他們指出在使用部份香港網絡供應商的服務時,無法連線至本站。在翻查統計數據後,我們亦發現來自香港的使用者數量大幅下跌。網絡上亦相繼出現多種關於本站服務情況的猜測。就此情形,陳妍茵在此先澄清一個誤解:本站從來沒有選擇性封禁部份地區或特定網絡供應商的IP,未來亦不打算如此做。
香港編年史的其中一個宗旨正是將資訊用各種渠道及媒介,傳播至社會及世界各角,封禁來自特定地區的使用者之行為,不符合我們的理念,同時亦不會為本站帶來好處及增加本站的安全程度。我們經過調查後,也沒有發現任何跡象,顯示本站所使用之服務供應商封禁身處香港的使用者。
在與本站的支援者溝通及調查後,我們發現香港部份網絡供應商在處理連線至本站的要求時,故意將使用者傳送的資料拋棄,令使用者無法獲得本站伺服器的回覆,因而無法觀看本站的內容,與本站共用同一IP地址的其他網站亦受到一定程度的影響。經各使用者反映,現時參與封鎖本站的網絡供應商有Smartone、CMHK、HKBN、PCCW等。
就現時的跡象及證據,我們有理由相信香港的網絡供應商,主動封鎖本站內容,而當中或涉及政府部門的要求或合作。陳妍茵在此譴責香港網絡供應商與中國及香港政府合謀,以封網行為扼殺香港公民獲取資訊的自由。與此同時,陳妍茵在此呼籲香港市民提前做好準備,以應對接下來更大規模之封網行動,迎接黎明前的黑暗。

Dear users of HKChronicles,
From the evening of 6th January, 2021 (Hong Kong Time), the chief editor of HKChronicles, Naomi Chan, has received numerous reports from users located in Hong Kong. They noticed that the website was inaccessible when using the Internet service provided by some ISPs in Hong Kong. After looking into the analytics, we also found that the number of visitors from Hong Kong decreased drastically. Because of the scenario, there are some rumors on the Internet regarding to the status of service on our website. Naomi Chan would like to address a misconception on our service: We had never prevent users from accessing our website based on their location or ISP, and we are not planning to do so in the future.
Delivering information to anywhere using any means is one of the goals that HKChronicles strived to reach. The act of banning users from certain countries does not meet our philosophy, and in the meantime, won't provide benefits to our website or improve our security. After investigation, we found no evidence showing any of our service provider actively bans users from Hong Kong.
After discussing and investigating with our supporters, we found that some ISPs of Hong Kong has deliberately dropped any connection to our servers, so that the user could not receive replies from our servers, resulting in an inability to access our content. Some of the websites that shares the same IP address was also affected. Based on the reports from users, the ISPs that had participated in the blocking of our website includes Smartone, CMHK, HKBN, PCCW and more.
Owing to the current evidence and signs, we believe that Hong Kong ISPs has attempted to block our website and prevent citizens from accessing our content, which could involve government’s request or cooperation. Naomi Chan hereby denounces ISPs that cooperate with the Chinese and Hong Kong government to restrict the citizens’ right and freedom to access information. Naomi Chan would also like to advise HongKongers to make early preparations to counter future Internet blockage at a larger scale, and to face the darkness before dawn.
