張達雄係香港警察嘅一份子，曾經擔任俗稱（速龍）嘅特別戰術小隊成員，專責係示威期間使用過度暴力襲擊「示威者」，而其中包括路過嘅市民。佢係2019年9月3日夜晚，喺太子站內圍毆一名示威者，令佢頸椎受傷昏迷，又將佢鎖上手銬，又拒絕急救員為佢剪開衣服急救達十分鐘，意圖謀殺。
