林加榮係香港警察嘅一份子。佢曾經係2019年6月9日執勤期間受傷，獲時任警務署署長盧偉聰慰問，見下圖：據認識佢嘅人指出，佢係中國大陸出身，講廣東話時有鄉音，又係共產黨忠實粉絲，成日讚揚國家偉大，擁護共產黨。佢又經常揚言話示威者係「廢青、垃圾、暴徒」，要打死佢地，更表示希望共產黨快啲收返香港，實行獨裁統治。

警方涉嫌在未有示警下，在上環一行人天橋上向下施放僱淚彈及發射布袋彈。這涉嫌違反《公安條例》第17條中，表明警務人員在阻止公眾聚集舉行，或停止或解散公眾聚集時，只可以使用「合理所需的武力」。而過份武力對待被拘捕人士，在沒有合理辨解下，亦可能違反《侵害人身罪條例》各條。
