Citizens gathered at Lan Kwai Fong, Central, Hong Kong Island, celebrating the Halloween. A large group of riot police got to the site requesting people to leave for no reason. They urged, pushed and forced people leaving and using pepper spray as the means to get people out even though people on site did not wear any gear nor mask, as well as journalists reporting on site. Citizens including foreigner were arrested.

警方於山東街、彌敦道交界使用警棍，有人被擊中頭部流血。影片能清楚展示有人頭部受傷，用警棍擊中示威者的頭部可以造成致命傷害。這涉嫌違反《公安條例》第17條中，表明警務人員在阻止公眾聚集舉行，或停止或解散公眾聚集時，只可以使用「合理所需的武力」。而過份武力對待被拘捕人士，在沒有合理辨解下，亦可能違反《侵害人身罪條例》各條。

示威者要求報案指懷疑大批警員冒警，但疑似總督察的指揮官指出「我話佢地係（警察）就係」。這說法涉嫌違反《警察通例》(20-14-2)中指出，便衣人員不論是否當值，在與巿民接觸和行使警察權力時，必須表明身分及出示委任證。在案發現場的便衣人員，須將委任證掛在顯眼的地方，讓人易於辨認其身分。
