(a)(b)警方向夏慤道人群發放催淚彈。從影片可見，於約4時15分，一名身穿棕色衣服的男子在只是站在速龍小隊前方、未作任何攻擊性行為及未威脅到任何警隊成員安全的情況下，被速龍小隊拉倒並毆打。這涉嫌違反《公安條例》第17條中，表明警務人員在阻止公眾聚集舉行，或停止或解散公眾聚集時，只可以使用「合理所需的武力」。而過份武力對待被拘捕人士，在沒有合理辨解下，亦可能違反《侵害人身罪條例》各條。

片中大量防暴警察已經進佔私人物業沙田新城市廣場。有記者欲進入商場內部作出採訪，但迅即受到在室內的警務人員所阻擋，多名警察手持長盾，站立在玻璃門前，即使在外的市民多番表明自己是記者有絕對的採訪權，在片段結束前，他們仍未能成功進入商場內。這涉嫌違反警察通例 (39-05)，警務人員應盡可能協助新聞媒體工作者的採訪工作。
