在香港島中環，萬聖節晚上大批市民在蘭桂坊聚集期間。大量防暴警察進駐，更無故強制要求市民離開，期間與現場群眾對罵，又以胡椒噴劑驅趕毫無裝備及口罩之普通巿民和正在採訪之記者，亦對巿民、包括外籍人士作出拘捕。
