黃新強係香港警察的一份子，曾經擔任俗稱（速龍）的特別戰術小隊成員，有份隨機係香港各處街道及公共設施毆打市民。佢現時擔任機動部隊教官及特別戰術小隊（速龍）指揮官，曾經參與2019年8月31日太子站無差別襲擊市民等多個暴力行動，有份令大量市民受傷及死亡。
