楊啟明係香港警察嘅一份子。據前友人資料，佢係2019年反送中示威開始後，聲稱自己未參與鎮壓示威行動，意圖保住朋友，但又為人工唔肯辭職。然後最近買樓後，就開始埋怨示威令佢地瞓唔到。2019年11月時兩人即將結婚，被昔日同學杯葛，及後佢聲稱擔心示威者而取消婚禮。

在2019年10月1日下午兩時許，防暴警察在屯門大會堂平台驅散示威者期間，拖走一名女示威者，該名示威者已被制服，但仍被警員掌摑。《立場新聞》記者拍攝情況，被警員質疑「搶犯」。

黑警濫權實錄08032：肆意施暴、阻撓採訪、無委任證
以強光射向記者阻撓採訪，粗暴推撞妨礙記者對警員行為作出投訴，警員道歉，但道歉警員沒有理會記者要求面對涉事警員的要求。涉嫌違反警察通例 (39-05)，警務人員應盡可能協助新聞媒體工作者的採訪工作。這亦涉嫌違反《警察通例》(20-14)各項中，市民提出要求，至少有一名軍裝警務人員應出示委任證，才可執行職務。

黑警濫權實錄06002：肆意施暴
警方曾就當日民陣於金鐘舉辦的和平集會發出不反對通知書，而事發地點龍匯道南面行人路屬不反對通知書範圍之內。但警方依然在中信大廈外使用催淚彈清場，而且施放前沒有作任何警告。從影片1分33秒處可見，中信大廈外左方有警員發射催淚彈。。由於右方設有警方防線，示威者只能走入中信大廈，沒有其他通道離開。
