(a)(b)警方向夏慤道人群發放催淚彈。從影片可見，於約4時15分，一名身穿棕色衣服的男子在只是站在速龍小隊前方、未作任何攻擊性行為及未威脅到任何警隊成員安全的情況下，被速龍小隊拉倒並毆打。這涉嫌違反《公安條例》第17條中，表明警務人員在阻止公眾聚集舉行，或停止或解散公眾聚集時，只可以使用「合理所需的武力」。而過份武力對待被拘捕人士，在沒有合理辨解下，亦可能違反《侵害人身罪條例》各條。

高文迪係香港警察嘅一份子。佢曾經係天水圍警署外煙花襲擊市民事件後，係警署外試圖向示威者解釋，當時被指表現克制，但佢其後又係Facebook大肆指責示威者，見下圖：據知情人士指，佢嘅人緣非常之差，就任警察後自以為高人一等，習慣問朋友借錢四處結識異性，其他人都接受唔到佢嘅行為。

當時的片段所見，警隊的防線未被衝擊，現場亦只看到零星的人群，未見有示威者聚集並大舉攻擊在場的警務人員。但是大批速龍小隊繼續在添馬公園外掃蕩，而且再施放新一輪催淚彈。這涉嫌違反《公安條例》第17條中，表明警務人員在阻止公眾聚集舉行，或停止或解散公眾聚集時，只可以使用「合理所需的武力」。
