(a)(b)使用不合理武力拘捕示威者，在影片6分45秒以強光照射記者，6分52秒近距離向記者方向施放催淚彈，催淚彈在記者群中爆開。這涉嫌違反《公安條例》第17條中，表明警務人員在阻止公眾聚集舉行，或停止或解散公眾聚集時，只可以使用「合理所需的武力」。另外亦涉嫌違反警察通例 (39-05)，警務人員應盡可能協助新聞媒體工作者的採訪工作。

張立恆係香港警察的一份子，曾經擔任俗稱（速龍）的特別戰術小隊成員，有份係香港各地無差別追打市民。據讀者資料，佢星期日會返元朗錦光堂教會，教會內有大量香港警察成員。平時佢會喺粉嶺飛虎隊總部訓練同候命，需要時會充當防暴警察，特別行動小隊，甚至臥底。例如係2019-11-10又一城拘捕行動中，佢就穿著黑衣扮臥底，混入示威者當中，然後拎出警棍狂打示威者及拘禁佢地，之後見表明係便衣探員。現場情況可見1分40 ...
