阻撓記者採訪，涉嫌違反警察通例 (39-05)，警務人員應盡可能協助新聞媒體工作者的採訪工作。另外，拒絕在場急救人員協助被捕人士，亦涉嫌違反警察通例(27-02-2)，警務人員不得阻延受害人接受救治或由救護車送往醫院或診所。

片段0:11-0:30所見，警員以強光阻撓記者拍攝，於0:22-1:07顯示警員不禮貌對待在場社工，及恐嚇以非法集結及阻差辦公等理由將其拘捕。這涉嫌違反警察通例 (39-05)，警務人員應盡可能協助新聞媒體工作者的採訪工作。

傅斯揚係香港警察嘅一份子。佢曾經係新城市廣場不停影示威者，又係Instagram問人拎遮、戴頭盔係做乜。據相熟人士指出，佢以前係將軍澳Popcorn Uniqlo返工時同女朋友相識，當時仲有份抱怨日資公司規矩繁雜，而家就竟然走去做警察。佢又曾經獲何君堯等黑社會背景人士支持，見下圖：

影片所示，中間的疑似便衣警員在執勤時未有配戴委任證。這說法涉嫌違反《警察通例》(20-14)中指出，便衣人員不論是否當值，在與巿民接觸和行使警察權力時，必須表明身分及出示委任證。
