片中可見，警員兩次發射布袋彈(或橡膠子彈)時(影片0分30秒及0分45秒)，馬路上並無任何人以及示威者，行人路上只有三名穿黃背心的記者，而三名記者並無阻礙警員工作，亦沒有衝擊警方的防線。警員兩次開槍，這涉嫌違反《公安條例》第17條中，表明警務人員在阻止公眾聚集舉行，或停止或解散公眾聚集時，只可以使用「合理所需的武力」。

曹達明係一名撐警藍絲，支持香港警察使用暴力對待市民。根據讀者資料，佢經常參與撐警遊行活動，而且佢嘅撐警思想由來已久，2014年傘革命時期，佢曾參與拆除金鐘道路障的行動，被傳媒拍到涉叉頸襲擊佔領人士，又試過係尖沙咀集會涉襲擊被捕，亦因此有傷人案底。佢係心臓病患者，需定期到診所覆診和食藥。日常生活方面，佢每日16:30會去到到柴灣易石油器站入氣後交更，間中與老婆去深水灣沙灘游水。

一位市民推單車往新都廣場方向吃飯，途中向迎面而來的警察說了一句「如果呢個政府係不義的，你哋就係維護緊一個不義的政權」。話休，被一名警員喝停，將他強行按在地上，眼鏡也飛脫，十多名防暴警員到場包圍，查他身份證、搜身及查問在現場原因。過份武力對待被拘捕人士，在沒有合理辨解下，可能違反《侵害人身罪條例》各條。
